کۆمەڵێک کەسایەتی لە هەرێمی کوردستان ، سەبارەت بە سەفەرەکەی "محمد شیاع سودانی " بۆ ئەمەریکا ، نامەیەکیان ئاراستەی کۆنگریسی ئەمەریکا کرد .

لە نامەکەدا ئاماژە بەو مەترسییە ناوخۆیی و دەرەکییانە کراوە کە لە ئێستادا رووبەرووی هەرێمی کوردستان بۆتەوە و سەبارەت بە کێشە هەڵپەسێردراوەکانی نێوان حکومەتی ناوەند و حکومەتی هەرێمی کوردستانیش داوای نێوەندگیری کردووە، لە کۆتایی نامەکەشدا چەند پێشنیارێک بۆ رزگار بوونی هەرێمی کوردستان لەو دۆخە مەترسیدارە ناخۆیی و دەرەکییەی کە تێی کەوتووە بۆ کۆنگرێسی ئەمەریکا خراوەتە روو .

هەروەک چۆن لە نامەکەدا هێرشەکانی ئێران بۆ سەر هەرێمی کوردستان و هەوڵی ئەو ووڵاتە بەمەبەستی فراوان کردنی هەژموونی خۆی لە هەرێمی کوردستان و هەرەشەی گروپە میلیشیا شیعەکان و هەڵوێستی دامەزراوە فیدراڵییەکانی حکومەتی عیراق لە بەرامبەر هەرێمی کوردستان و ترس لە رووکەش بوونی بریارەکانی حکومەتی فیدراڵی عیراق لە بەرامبەر خەڵکی هەرێم و لەشکەرکێشی سوپای تورکیا بۆ ناو قوڵایی خاکی هەرێمی کوردستان و هێرشەکانی چەکدارەکانی "داعش" ، باسکراون.

لە بەشێکی دیکەی نامەکەدا باس لەو مەترسییە ناوخۆییانەی هەرێمی کوردستان کراوە کە خۆی لە ناکۆکی نێوان دوو حزبە سەرەکییەکەی هەرێمی کوردستان و ئەگەری شەری ناوخۆ و پێشێلکردنی مافەکانی مرۆڤ و بەرتەسک کردنەوەی بەردەوامی ئازادییەکان لە زۆنی هەردوو پارتی دەسەڵآتدار و قۆرخکردنەوەی شادەمارەکانی ئابووری کوردستان لە لایەن کۆمپانیاکانی سەر بە دوو خێزانی سیاسی دەسەڵاتداری کوردستان و ناشەفافی لە کۆکردنەوەی داهاتی گشتی و خەرجکردنی و بارگرانی قەرزەکانی هەرێمی کوردستان کە زیاتر لە 30 ملیار دۆلارە و درک نەکردن بە چەمک و پرەنسیپە سەرەکییەکانی حوکمداری دەبینێتەوە.

لە درێژەی نامەکەدا پێشنیار کراوە کە کۆنگرێسی ئەمەریکا هەوڵەکانی بە مەبەستی دەست پێکردنەوەی هەناردە کردنەوەی نەوتی هەرێمی کوردستان بۆ بەندەری جەیهانی تورکیا و دروست نەکردنی بەربەست بۆ ناردنی بەشە بودجەی هەرێم لەلایەن حکومەتی عیراقییەوە بخاتە گەر.

هەروەک چۆن بۆ چارەسەر کردنی کێشە ناوخۆییەکانی هەرێمی کوردستان پێشنیاری ئەوە بۆ کۆنگرێسی ئەمەریکا کراوە کە ئەو وڵاتە وەک ئەندامێکی هەمیشەیی ئەنجومەنی ئاسایش دەسەڵاتەکانی خۆی بە مەبەستی کردنەوەی ئاژانسێکی هاوشێوەی "یونامی"لە هەرێمی کوردستان لەلایەن نەتەوەیەکگرتووەکانەوە بەکار بهێنێت و ماندەیتێکی فراوانی بە مەبەستی راوێژ و هاوکاریکردنی حکومەتی هەرێمی بدرێتێ و هەڵبستێت بە نێوەندگیری حکومەتی فیدراڵ و حکومەتی هەرێم و سەرپەرەشتی پرۆسەی دیمۆکراسی بە گشتی و پرۆسەی هەڵبژاردن بە تایبەتی و گەشەدان بە پاراستنی مافەکانی مرۆڤ و چاکسازی یاسایی وداد و سەرپەرەشتی پرۆسەی شەفافییەت و راوێژی ئیداری و دارایی و ئابووری دامەزراوەکانی هەرێمی کوردستان بکات و هەروەها هەوڵبدات بۆ دامەزراندنی حکومەتێکی رەشید و رزگاربوون لە لە مۆنۆپۆڵی دوو بنەماڵە دەسەڵاتدارەکەی هەرێمی کوردستان بدات .

لە بەشێکی دیکەی نامەکەدا داوا کراوە لە پێناوی بەرژەوەندی هەموو عیراق و ناوچەکە هێزەکانی هاوپەیمانانی دژ بە داعش لە هەرێمی کوردستان بمێننەوە چونکە دانیشتانی هەرێمی کوردستان ئەو هێزانە بە زامنی ئاسایش و ئارامی ناوچەکە دەزانن .

ئێمە وەکو نوخبەیەک لە چالالکوانی مەدەنی لەهەرێمی کوردستاندا پێتان رادەگەیەنین کە لە میانەی خویندنەوەمان بۆ ئەو نامەیەی کە رۆژی ٨٢٨٢/٣/٨٢ ئاڕاستەی سەرۆک جۆزێف بایدنتان کردبوو سەبارەت بە سەردانەکەی سەرۆکی ئەنجومەنی وەزیرانی عێراق محمەد شیاع سودانی لە ناوەڕاستی مانگی نیساندا بۆ واڵتە یەکگرتووەکانی ئەمریکا چەند سەرنج و رونکردنەوەیەکمان ال گەاڵڵە بووە دەمانەوێت بەڕێزتانی لێ ئاگادار بکەینەوە.

سەرەتا دەمانەوێت سوپاسی گەرم و پێزانینی خۆمانتان پێ رابگەیەنین بەرامبەر بەو هەڵوێستە جوامێرانەو مرۆڤدۆستانەیەتان کە لە نامەکەتاندا بەرامبەر خەڵکی هەرێمی کوردستان دەرتانبڕیوەو خەمخۆری و پەرۆشیتان بۆ دەربازبوونی هەرێمی کوردستان لەو رۆژگارە سەختانەی پێیدا تێدەپەڕێت. ئێوە زۆربە راشکاوی دەستان خستۆتە سەر بەشێک لەو هەڕەشەو مەترسیانەی روبەڕوی هەرێم بوونەتەوە و دەبنە مەترسی لەسەر ئایندەی ئەم قەوارە دەستورییە، دەمانەوێت پێتان رابگەیەنین کە بێجگە لەو خااڵنەی کە ئێوە لە نامەکەتاندا ئاماژەتان پێداوە هەندێ هەڕەشەو مەسەلەی پەیوەندیداری تریش هەن کە باسکردنیان بەرچاومان زیاتر روندەکاتەوەو هەوڵدان بۆ چارەسەرکردنیان ئایندەی هەرێمی کوردستان رۆشنتر دەکاتەوە، کە خۆیان دەبیننەوە لە:

یەکەم/ مەترسییە دەرەکییەکان: - هەوڵی واڵتی ئێران بۆ فراوانکردن و سەپاندنی هەژموونی خۆی لە تەواوی خاکی هەرێمی کوردستاندا. - هەڕەشە بەردەوامەکانی گروپە چەکدارە شیعییەکان و بۆردومانکردنی هەولێری پایتەخت وگوندە جێناکۆکەکانی نێوان هەرێم و بەغدا. - هەڵوێستی دامەزراوە فیدراڵییەکان بەرامبەربە هەرێمی کوردستان، لەبەر ئەوەی ئێمە زیاتر لە ٠٢٢ ساڵە وەکو میللەتێکی ژێر دەستە بەدەستی پێکهاتەی زۆرێنە لە عێراقدا دەچەوسێینەوەو تەعریب دەکرێین. ئەترسین هەڵوێست و بڕیارەکانی دامەزراوە فیدراڵیەکان بە روکەش یاسایی و دەستوری بن و لەناوەرۆکیشدا هەڵگری رۆحێکی توندڕەوی نەتەوەیی بن وهەوڵێک بێت بۆ سەرلەنوێ چەپەکخستنەوەی پێکهاتەی کورد لەعێراقدا. - لەشکرکێشی دەوڵەتی تورکیا بۆ ناو قواڵیی خاکی هەرێمی کوردستان و هێرشە درۆنییەکانی بۆ گوندو شارۆچکەکانی کوردستان بە بەهانەی هەبوونی بەرهەڵستکارانی تورکیا. - هێرشەکانی گروپی تیرۆریستی داعش بۆ ناوچە سنورییەکانی هەرێم و مەترسی چاالکبوونەوەی هێزە متبووکانیان.

دووەم/ مەترسییە ناوخۆییەکان: - ناکۆکی نێوان دوو حیزبە سەرەکییەکەی هەرێمی کوردستان، کە ئەگەری شەڕی ناوخۆو دوو لەتبوونەوەی هەرێمی کوردستانی لێدەکەوێتەوە. - پێشێلکردنی مافەکانی مرۆڤ و تەسکبوونەوەی بەردەوامی مەودای ئازادییەکان لە هەردوو زۆنی دەسەاڵتدا. - قۆرخکردنی شادەمارەکانی ئابوری هەرێمی کوردستان لەالیەن کۆمپانیاکانی سەر بە دوو خێزانی سیاسی دەسەاڵتدارەوە. - ناشەفافی لە کۆکردنەوەی داهاتی گشتی و خەرجکردنیانداو نەبوونی یاسای بودجەی گشتی بۆ ماوەی زیاتر لە ٠٢ ساڵ. کە لە ئاکامدا ئەم سیاسەتە هەرێمی خستۆتە ژیر باری زیاتر لە ٣٢ ملیار دۆالر قەرزەوە.

- درک نەکردن بە چەمک و پرەنسیپە سەرەکییەکانی حکومەتداری. ئەم خااڵنەی لەسەرەوە ئاماژەمان پێکردوون بریتین لە مەترسییە سەرەکییە دەرەکی و ناوخۆییەکانی سەر هەرێمی کوردستان کە ئایندەی هەرێمی نادیارو تەمومژاوی کردووە، هەر بۆیە جارێکی تر دەمانەویت ئێمە وەکو کەسانێکی دەرەوەی بازنەی حیزبەکان سوپاس و پێزانینی بێپایانی خۆمانتان پێ رابگەیەنین بەرامبەر بەو نامەیەی ئاڕاستەی سەرۆکی ئەمریکاتان کردووە، لەهەمان کاتدا هیوادارین کە هەوڵەکانتان لە پێناوی چارەسەرکردنی تەواوی ئەو هەرەشەو مەترسییانەدا بێت کە لەسەرەوە ئاماژەمان پێداون کە ئێمە ئەم پێشنیارانەی الی خوارەوە دەخەینە بەردەم بەڕێزتان:

سەرەڕای ئەوەی لەنامەکەتاندا ئاماژەتان پێکردووە کە بیکەن بە پێش مەرج بۆ سەفەرەکەی بەرێز سودانی کە بریتییە لە سەرلەنوێ کردنەوەی بۆری هەناردەکردنی نەوتی هەرێمی کوردستان بۆ بەندەری جەیهانی تورکی و ناردنی بەشە بودجەی هەرێمی کوردستان بێ درروستکردنی بەربەست لەبەردەمیدا. بۆ چارەسەری کێشە دەرەکییەکانی تر بەباشی دەزانین و لە پێناوی بەرژەوەندی هەموو عێراق و ناوچەکەدا کە هێزەکانی هاوپەیمانی دژ بە داعش لە هەرێمی کوردستاندا بمێنێتەوە، لەبەر ئەوەی خەڵکی کوردستان هێزەکانی هاوپەیمانان بە زامنی ئاسایش و ئارامی ناوچەکە دەزانێت.

بۆ چارەسەری کێشە ناوخۆییەکانیش پێشنیار دەکەین بۆ بەڕێزتان کە ئەمریکا وەکو ئەندامی هەمیشەیی ئەنجومەنی ئاسایش دەسەاڵتەکانی خۆی بەکار بێنێت بۆ ئەوەی نەتەوە یەکگرتووەکان ئاژانسێکی هاوشێوەی یونامی تایبەت بە هەرێمی کوردستان دابمەزرێنێت و ماندەیتێکی فراوانی بداتێ ئەرکی سەرەکی راوێژ و هاوکاریکردنی حکومەتی هەرێمی کوردستان بێت لە: - نێوەندگیری لە نێوان حکومەتی فیدراڵی و حکومەتی هەرێم بۆ چارەسەرکردنی کێشە هەڵپەسێردراوەکان. - سەرپەرشتی پرۆسەی دێمۆکراسی بەگشتی و پرۆسەی هەڵبژاردن بە تایبەتی. - گەشەدان بە پاراستنی مافەكانی مرۆڤ و چاكسازی یاسایی و دادی .

- سەرپەرشتی پرۆسەی شەفافیەت و راوێژی ئیداری و دارایی و ئابوری بۆ دامەزراوەکانی هەرێمی کوردستان. هەوڵدان بۆ دامەزراندنی حکومەتێکی رەشید و رزگار بوون لە مۆنۆپۆڵی دوو بنەماڵەی دەسەاڵتدار. لەگەڵ رێزو سوپاسماندا.

Dears Senators and Congressmen,

We are a group of civilian activists in the Kurdistan Region of Iraq. The purpose of this letter is to inform you that we have reviewed your letter dated March 28, 2024, addressed to President Joseph Biden, regarding the official visit of the Prime Minister of Iraq to the United States in mid-April. Your letter raised some concerns we believe are necessary to share.

First, we would like to express our heartfelt gratitude for your noble and humane stances towards the people of the Kurdistan Region, as expressed in your aforementioned letter, and for your persistent efforts to rescue them from the challenging times they have endured.

You have pointed out in your letter some of the risks facing the Kurdistan Region of Iraq, which are expected to become serious concerns for the future of this constitutional entity. Therefore, we would like to inform you that in addition to what was mentioned in your letter, there are many other risks to the future of the region, including:

External Risks:

The Islamic Republic of Iran's attempts to expand its influence to include all territories of the Kurdistan Region.

The Turkish military penetration into the depths of the Kurdistan Region's territories، and their continuous bombing with drones and carrying out political assassinations within Kurdish cities and villages.

Ongoing threats from Shiite armed groups through the shelling of Erbil city and the Disputed Areas between the region and the federal government.
Attitudes of federal institutions in Iraq towards the Kurdistan Region, given that our people have suffered from injustice, oppression, campaigns of genocide, and demographic change in Kurdish- majority areas by successive authorities that have governed Iraq. We are concerned that the positions and decisions issued by federal institutions may appear constitutional and legal on the surface, but they carry within them a will of nationalist extremism with the purpose of re- marginalizing the Kurdish component in Iraq.
Organized terrorist attacks by ISIS in border areas between the region and Baghdad, with fears of reactivating its dormant cells.

Internal Risks:

Internal conflicts between the two main ruling parties with affiliated militias may exacerbate fears of internal conflict and the division of the region. It is worth noting that these conflicts, with the presence of militias, have become a dilemma for civil and democratic transformation in the region.

Human rights violations and restricting freedoms in both spheres of influence.

Lack of separation of powers and the absence of independent and robust judicial authority.
Companies owned by political families monopolize the region's key economic resources, and revenue collection and expenditures are not transparent. There has been no general budget law for over a decade, leading to debts estimated at over $30 billion.

In addition to what you mentioned in your letter, and in order to control the anticipated risks for the benefit and future of Iraq and the entire region, we believe it is necessary for the International Coalition Forces against ISIS to remain in Iraq especially in the Kurdistan Region, as well as for the United Nations Assistance Mission for Iraq (UNAMI) to remain in Iraq. Our people in the Kurdistan Region view them as guarantees for protecting the region and maintaining security and peace in the region. To address the internal risks facing the region, we request that you propose to the United States government, as a permanent member of the UN Security Council, to use its influence to establish a new UN agency with a political mandate similar to the UN mission (UNAMI) and authorize it with the following tasks:

Coordinate between the federal government and the Kurdistan Regional Government to resolve outstanding issues between them.
Supervise the democratic process in general and the electoral process in particular.

Enhance and protect human rights and judicial and legal reforms.
Encourage and support the Kurdistan Regional Government in combating corruption and dismantling monopolies by political families.

Support the Kurdistan Regional Government in establishing a regular military force and disarming militias affiliated with political parties.
